Simple answer: Whatever you want it to.
Reason: The Book of Lies [Falsely so-called] is just a collection of esoteric poetry. Some of the chapters have a hidden ritual, or a key to a ritual, but this one is not one of those [Well, technically, it is a key, but it’s not exactly one you can’t find any where]
The basic idea trying to be conveyed is, is that faith [Defined as a blind devotion] leads to stagnation, where as doubt [skepticism towards every claim] will never stagnate. Remember, as you are in Crowley’s work, “Virgin,” needn’t mean “Never had sex,” [In this case, “Needn’t have been climactic].
Of course, you could take the line in any number of directions, counting both of those concepts as Babalon, if you absolutely need to attribute Theism into the mix. I am content with just realizing that a person can’t reach a plateau and end. [Well, I am sure you can tell I just made a joke]
