One of the best sites for learning tarot is by tarot author Joan Bunning called “Learning the Tarot”. You can find her site at http://www.learntarot.com/. You can also check out the different tarot texts available at Sacred Texts at http://www.sacred-texts.com/tarot/index.htm. If you go there you’ll be able to find some of Arthur Waite’s books (for free) which can be helpful if you’re working with the Rider-Waite deck. Also check out Aeclectic Tarot at http://www.aeclectic.net/tarot/ for all kinds of great info. They also have some great and inexpensive ebooks too.
I teach tarot and use Joan Bunning’s book as a text for my beginners class. If you can’t get her book then try out her website, it really is very good for the beginner.
