What is the significance of the sleeping Buddha?

Some Buddhist believe the existence of the Universe is just a dream of the sleeping Buddha. Buddhist monks appease him by offerings of sweet rice and burning incense as long as he sleeps peaceful everything remains calm. Should he be disturbed it could cause earthquakes tidal waves hurricanes and meteor showers. If Buddha does not have the power of a God how could this be?
