It’s only symbolic, the thousand hands are for helping countless of people as in helping hands and the eyes for seeing those who are in needs of help and to watch over them.

Thats Only made possible by a Good Special effects Team from maybe ” Electric Light & Magic- division of Lucasfilms or some other outfit capable of bringing such a creature to the Big screen, other than that.. No way.

Well, it seems to me that the meaning is metaphorical. In that his influence seemed to give him power and insight across great distances and in many places at once.
A thousand actual hands and eyes would make hand-eye coordination problematic.
