yes. most negative people tend to be either negative together or negative alone.
Positive people tend to stay around other positive people.

take me for example. I cant stand downers. I dont mind when someone gets down about somethin serious… but people who try to bring others down and are constantly b*****in bout useless s*** annoy me… So i avoid them as much as possible lol
No. If someone treats me badly, I have a choice in how I respond and feel about the situation. My response is not tied to their action.
The real purpose of that quote originially was to explain that concept to people. That a negative response is not necessary or required for a negative statement. That one has control over ones reaction to negative events.
People have lost focus of that, I think.
